米国商務省産業安全保障局（BIS）：
12月18日、「中国の半導体最大手の中芯国際集成電路製造（SMIC）を含む77の外国事業体」を、輸出管理規則（EAR）に基づくエンティティー・リスト（EL）に追加した。
SMICのEL追加理由：
「中国政府の軍民融合戦略（注）への加担」としている。
「回路線幅が10ナノメートル以下の半導体を、製造するのに必要な米国製品」が、管理の対象とのこと。
SMIC向け、対象商品の輸出・再輸出・国内移送は、原則不許可となる。
それ以外の製品の輸出などは、事案ごとにBISが判断する。

許可必要品目（License requirement）
BISに対して許可申請が必要な品目の範囲を定めている。
許可審査方針（License review policy）
BISが許可を出すに当たっての方針を定めている。
