米国商務省:

Ross商務省長官が、

「重要技術に関する、米国の輸出管理戦略を支援:商取引を明確化」

と題する発表を行いました。

輸出管理項目の追加:

最先端半導体やEUVソグラフィに関連した技術など6項目。

重要な新興技術(Critical and Emerging Technologies)を、輸出管理項目に加えたと発表した。

米国商務省産業安全保障局:(Bureau of Industry and Security:BIS)

今回輸出規制に追加した6項目は次の通り。

  1. 3Dプリンティング(Additive Manufacturing)と数値制御を組合せた装置
  2. EUVマスク製造向けの計算科学を応用したリソグラフィソフト
  3. 5nm集積回路を製造するための、ウェハを加工・完成する技術
  4. コンピュータの認証を回避し、生データを抽出するデジタルフォレンジック装置
  5. 通信ハンドオーバーインタフェースでの、通信やメタデータを監視・解析ソフト
  6. 準弾道飛行体

米国輸出管理改革法:

  1. なお、米国輸出管理改革法は、
  2. 米国からの輸出だけではなく、
  3. 日本からの再輸出も規制対象となっている

Secretary Ross Highlights Commerce Actions Supporting Strategy for Critical and Emerging Technologies

In support of the National Strategy for Critical and Emerging Technologies,
Secretary of Commerce Wilbur Ross

said the Department is fully behind the President’s strategy and has already implemented a number of export controls on emerging technologies.

Earlier this month, the Bureau of Industry and Security (BIS) in Commerce imposed controls on six more emerging technologies, bringing the total to 37.

The National Strategy for Critical and Emerging Technologies

is a critical roadmap to protecting our national security and ensuring the United States maintains its technological leadership in military, intelligence, and economic matters,” said Secretary Ross.

Under President Trump’s leadership, the Department of Commerce

has already imposed controls on more than three dozen emerging technologies and we will continue to evaluate and identify technologies that warrant control.

The most recent Commerce controls

were implemented under agreements reached at the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies’ December 2019 Plenary meeting.

Developing and implementing multilateral controls on emerging technology
is consistent with the requirements of the Export Control Reform Act of 2018 (ECRA) to identify emerging and foundational technologies that are essential to U.S. national security.

The six emerging technologies now controlled on the Commerce Control List are:

Hybrid additive manufacturing/computer numerically controlled tools
Computational lithography software designed for the fabrication of extreme ultraviolet masks
Technology for finishing wafers for 5 nanometer integrated circuit production
Digital forensics tools that circumvent authentication or authorization controls on a computer and extract raw data
Software for monitoring and analysis of communications and metadata acquired from a telecommunications service provider via a handover interface
Sub-orbital spacecraft
