US Department of Commerce: 77 Chinese entities added to export control: EL target list

Bureau of Industry and Security (BIS), US Department of Commerce:
On December 18, “77 foreign entities including China’s largest semiconductor manufacturer, Semiconductor Manufacturing International Corporation (SMIC)” was added to the Entity List (EL) under the Export Administration Regulations (EAR).
Reasons for adding SMIC EL:
“Participation in the Chinese government’s military-civilian fusion strategy (Note)”.
“American products required to manufacture semiconductors with circuit line widths of 10 nanometers or less” are subject to management.
In principle, export / re-export / domestic transfer of target products to SMIC is prohibited.
BIS will determine the export of other products for each case.
