US: 24 Chinese companies added to export control: South China Sea

US Department of Commerce Bureau of Industry and Security (BIS):

On August 26, it announced that it will add 24 Chinese companies to the EL under the Export Administration Regulations (EAR).

It will be officially announced in the Official Gazette on August 27 (Note)

(Note) In the official gazette, in addition to these 24 companies, 36 companies in China and other regions are added to EL for different reasons.

In addition, all products subject to the EAR are treated as “presumption of denial”.

Of the 60 companies added to EL this time, 51 are subject to the EAR.

The main reason is that the Chinese government helped build a military base in the South China Sea.

US Department of State:

On August 26, we announced “Suspension of visa for entry into the United States for Chinese people related to construction support of military base”.

Export license examination to 24 Chinese companies:

All products subject to the EAR are treated as “presumption of denial”.

Companies added to EL include five subsidiaries of China Transportation Construction (CCCC), a state-owned enterprise in China.

There are 24 companies mainly in the infrastructure field.

Secretary Pompeo:

The statement mentions China Transport Construction (CCCC).

China Transport Construction (CCCC) points out that it plays a major role in the “One Belt, One Road” strategy of the Chinese government, not just in the South China Sea case.

For the other fifty-one entities added to the Entity List by this rule, BIS imposes a license review policy of a presumption of denial.

The acronym “a.k.a.” (also known as) is used in entries on the Entity List to identify aliases, thereby assisting exporters, reexporters, and transferors in identifying entities on the Entity List.

For the reasons described above, this final rule adds the following sixty entities, under a total of sixty-one entries, to the Entity List:
