美国：24家中国公司增加了出口管制：南中国海

美国商务部工业与安全局（BIS）：
8月26日，中国宣布将根据《出口管理条例》（EAR）将24家中国公司加入EL。
将于8月27日在《官方公报》上正式宣布（注）
（注）在官方公报中，除这24家公司外，出于不同原因，中国和其他地区的36家公司也加入了EL。
此外，所有受EAR约束的产品均被视为“拒绝推定”。
这次加入EL的60家公司中，有51家受EAR的约束。
主要原因是中国政府帮助在南中国海建立了军事基地。
美国国务院：
8月26日，我们宣布“中止与军事基地建设支持有关的中国人民入境美国的签证”。
对24家中国公司的出口许可证审查：
所有受EAR约束的产品均被视为“拒绝推定”。
加入EL的公司包括中国国有企业中国交通建设（CCCC）的五个子公司。
有24家公司，主要在基础设施领域。

声明中提到了中国交通建设（CCCC）。
中国交通建设（CCCC）指出，它在中国政府的“一带一路”战略中发挥着重要作用，而不仅仅是在南海案中。

For the other fifty-one entities added to the Entity List by this rule, BIS imposes a license review policy of a presumption of denial.
The acronym “a.k.a.” (also known as) is used in entries on the Entity List to identify aliases, thereby assisting exporters, reexporters, and transferors in identifying entities on the Entity List.
