US: Embargo on 7 supercomputers in China: BIS / Entity List

Biden US Administration:

On April 8, seven Chinese companies were added to the “List of Foreign Companies with Security Concerns”.

Targets 7 Chinese organizations and companies that develop supercomputers for the Chinese government and the military.

Virtually bans exports of US products and technologies and prevents military diversion.

“the Entity List”:

“Tianjin Feiteng Information Technology Co., Ltd.” under the umbrella of a state-owned enterprise,
Domestic semiconductor development base “National High Performance IC Shanghai Design Center”,
Designated four national supercomputer centers.

Requires US Department of Commerce permission:

For shipping US products to these products and for re-exporting from other countries

The application will be rejected in principle, requiring permission from the US Department of Commerce.

Commerce Adds Seven Chinese Supercomputing Entities to Entity List for their Support to China’s Military Modernization, and Other Destabilizing Efforts

Department of Commerce’s Bureau of Industry and Security (BIS)

has added seven Chinese supercomputing entities to the Entity List for conducting activities that are contrary to the national security or foreign policy interests of the United States.

Today’s final rule adds the following entities to the Entity List:

Tianjin Phytium Information Technology,

Shanghai High-Performance Integrated Circuit Design Center,

Sunway Microelectronics,

the National Supercomputing Center Jinan,

the National Supercomputing Center Shenzhen,

the National Supercomputing Center Wuxi,

the National Supercomputing Center Zhengzhou.

These entities

are involved with building supercomputers used by China’s military actors, its destabilizing military modernization efforts, and/or weapons of mass destruction (WMD) programs.

US blacklists seven Chinese supercomputer groups

The Trump administration

had also targeted dozens of Chinese companies it suspected of using American technology for military uses, including phonemaker Huawei.

Mr Biden’s move on Thursday

requires the seven Chinese groups to obtain licences to access American technologies,

including chip infrastructures designed by Intel and other U.S chipmakers.

While the blacklist bars US-based companies from providing services and products to the Chinese firms,

it doesn’t bar those that are produced in facilities outside of the US.

One such company

is TSMC, the Taiwan-based company that has become the world’s most advanced semiconductor manufacturer.
