米国商務省産業・安全保障局（BIS）：
8月26日、中国企業24社を輸出管理規則（EAR）に基づくELに追加すると発表した。
正式には、8月27日、官報で公示する（注）
（注）官報では、これら24社以外に、中国・その他地域の企業36社を、異なる理由でELに加えている。
また、EARの対象となる全ての製品に関して「原則不許可（presumption of denial）」の扱いとなる。
今回ELに追加された計60社のうち、51社がEARの対象となる。
南シナ海で中国政府による軍事拠点の建設を支援したことを、主な理由としている。
米国務省：
8月26日､「軍事拠点の建設支援に関連する中国人に対する米国入国ビザの停止」を発表した。
中国企業24社への輸出許可審査：
EARの対象となる全ての製品に関して「原則不許可（presumption of denial）」の扱いになる。
ELに追加された企業は、中国の国営企業である中国交通建設（CCCC）の5つの子会社など。
主にインフラ分野の24社となる。
ポンペオ長官：
声明の中で、中国交通建設（CCCC）に言及している。
中国交通建設（CCCC）は南シナ海の件のみならず、中国政府の「一帯一路」戦略における主要な役割を担っている、と指摘している。

For the other fifty-one entities added to the Entity List by this rule, BIS imposes a license review policy of a presumption of denial.
The acronym “a.k.a.” (also known as) is used in entries on the Entity List to identify aliases, thereby assisting exporters, reexporters, and transferors in identifying entities on the Entity List.
