米連邦通信委員会（ＦＣＣ）は2005年のハリケーン「カトリーナ」で1000以上の携帯施設が停電などで打撃を受けたことから、非常用電源の設置を義務付けていた。ただ、携帯電話業界が法廷などで争ったため、このルールが実施されたことはない。ＦＣＣはその後、同様の規制を検討しながらも採用していないが、ハービーの被害を踏まえ、再びこの問題に集中して取り組む可能性がある。 Bloomberg
