サムスン電子：
米テキサス州オースティン市に 、170億ドル（1兆8100億円）規模の半導体工場を増設するための、前提条件を提示した。
「最長20年間に、8億547万ドルの税金減免を求めていること」が2月28日までに分かった。
テキサス州政府：
しかし、テキサス州は、大企業誘致のための税金減免を最長10年までしか認めていない。
「減免が認められるかどうかが、投資決定における最大の不確定要素」となる。
税金減免提案書の提出：
サムスン電子が、オースティン市に提出した。
「107ページから成る新規投資関連の税金減免提案書」で、表明した。
オースティン市の回答：
サムスン電子に対し、「10年間で6億5000万ドルの税制優遇」を提案したとされる。
双方の立場の差は、大きいのが現状だ。
サムスン電子の計画：
サムスン電子は現在、オースティン市にファウンドリー（半導体の受託生産）を置いている。
隣接地に工場増設を計画中。
今年4－6月にも着工し、2023年10－12月から稼働するのが目標だ。
2月16日寒波で工場停止：
2月16日の寒波で、オースティン工場に電力不足が起きた。
オースティン工場は、2週間近くも、再稼働できずにいる。
サムスン電子は100人余りの技術陣を現地に派遣し、設備点検を実施。
しかし、業界からは1－2週間以内での再稼働は難しいのではないかとする見方が出ている。
電力供給不足と用水確保が困難な状況：
電力供給が依然不安定なほか、天候のために半導体工場に不可欠の用水確保が難しい。
工場閉鎖が1カ月に延びれば、操業損失だけで4000億ウォン（379億円）に上る。

Samsung’s U.S. Plant Shutdown Feared to Continue until Mid-April
Electric power supply

Korean engineers
flew to the United States last week to minimize the damage, but there is nothing that they can do about the matter.
The Austin plant posted around 3.9 trillion won in sales in 2020.
Assuming that it will generate similar levels of sales in 2021, simple calculations
suggest that it will lose 10 billion won in sales if it stops operations for one day.
According to this calculation,
it is estimated that a sales loss of more than 100 billion won has occurred due to the recent shutdown.
If the shutdown continues until the middle of April,
the sales loss could reach hundreds of billions of won.
Considering that it takes a considerable amount of time to raise the yield (production efficiency) to the normal level,
the sales loss may increase further even if the production line is restarted.
In the meantime, in February,
Samsung Electronicssubmitted a proposal to the state of Texas and the city of Austin to reduce taxes by about US$805.47 million for 20 years for its additional investment in its semiconductor plant in Austin.
Samsung Electronics
said in the proposal that a total of US$17 billion will be invested in the expansion of the plant, including the costs of acquiring land, constructing the plant and mobilizing equipment.
Samsung Electronics
is expected to consider other candidate places such as
Arizona,
New York,
Koreaif Austin City rejects its request for a property tax cut.
