US DOC: Five Chinese Supercomputers, Add Export Regulations-(EAR) Entity List

On June 24, it announced in the official gazette that five Chinese companies involved in supercomputer development will be added to the Entity List (EL) based on the Export Control Regulations (EAR).
China National University of Defense Technology (NUDT):
In 2015, China National University of Defense Technology (NUDT) was designated as EL.
This time, we added four more bases of Hunan National University of Technology and Science.
Foreign companies: Addition to EL (including exclusions and corrections)
It takes place when the End-User Assessment Committee (ERC) finds that “the company is acting against US national security or foreign policy interests”.
If added to EL, permission is required in advance to export / re-export US products (goods, software, technology) to those entities.
However, since the additional company is “presumption of denial” in principle, permission can not be obtained unless sufficient proof to reverse the government’s decision can be obtained (Note 1).
Impact on US Semiconductor Manufacturers:
Advanced Micro Devices (AMD):
There is a joint venture with Sea Light added to EL this time (Note 2).
Intel and NVIDIA (Nvidia):
Besides ELD, other EL companies are also procured from US semiconductor manufacturers such as Intel and NVIDIA.
