US Department of Commerce: Adds 11 Chinese companies to export control: Xinjiang Uighur Human Rights Violation

US Department of Commerce Bureau of Industry and Security (BIS):

On July 20, it announced that it will add 11 Chinese companies to the EL under the Export Administration Regulation (EAR), saying that “China is involved in human rights abuses against ethnic minorities in the Xinjiang Uygur Autonomous Region.”

It will be officially published in the Gazette of 22 July.

EL: Group or individual 11 companies

Groups and individuals will be posted.

Prior permission is required to export/re-export/deem US products.

The export license examination for companies published this time is treated as “presumption of denial”.

Reasons for adding to EL:

Forced labor against Uighurs,
involved in the collection and analysis of genetic information for suppression purposes.

Esquel Group

A base owned by the Hong Kong-based Esquel Group in the Xinjiang Uygur Autonomous Region. We also provide textile products to the US clothing brand,

European Light Group (O-Film Tech Group)

It includes nine companies such as the Nanchang base of the European film group (O Filmtec Group), which supplies cameras and touch panel products to Apple in the United States.

Two subsidiaries of Greater China (BGI)

Two subsidiary companies of the large-scale genomics giant Huawei (GGI) were designated.

BGI Group provides new coronavirus test kits to over 80 countries. In the United States, it received an emergency use license from the Food and Drug Administration (FDA) at the end of March.

Signed a contract with the US allies in the Middle East, including Israel, for new coronavirus testing.

11 Chinese companies to be sanctioned by U.S.

Of the 11 companies, 9 are subject to sanctions because of forced labor.
