Import duty on critical technical equipment: Relevant list adjustment
On November 26, five divisions issued “Notice Concerning Import Tax Revenue Policy / Related List Adjustment of Critical Technology Equipment” (Goods Duty [2019] No. 38).
Effective from January 1, 2020.
Chinese government: preferential tariff policy
Since 2009, the Chinese government has implemented a preferential policy of exempting the collection of tariffs on the import of essential parts and raw materials required for industrial production.
In this notification, the target equipment and products and the related tax exemptions have been reviewed.
This Notice: List of Critical Technologies and Products (Attachment 1 to Notice)
29 new items have been added.
The conditions of technical standards are adjusted for 64 items.
A total of 17 items and 156 items of equipment and products were listed.
New items added to the above list are mainly electronic information equipment and biomedical equipment.
Electronic information related:
The largest number of items added by category is the backbone of integrated circuits (IC), as in the previous year.
It covered four items, including ion implanters and automated measurement equipment for integrated circuits.
Electronic device production equipment:
Three items were added for electronic device production equipment, and two items were added for material genetic equipment.
Includes printing machines for multilayer ceramic capacitors, high-throughput material chip systems, etc.
Bioengineering: equipment dedicated to medical production
Four items were added, including a fully automatic blood cell analyzer and a glycated protein analyzer.
Smart pharmaceutical plant:
Four items were added, such as filling equipment and capping equipment.
Listed: Import of parts and raw materials
Exemption from customs duties and VAT from 1 January to 31 December 2020.
