China and the United States: Intensifying over-and-out attacks on supercomputers-Profile of 5 Chinese companies

US Department of Commerce:

On June 24, it announced in the official gazette that five Chinese companies involved in the development of supercomputers (hereinafter referred to as “supercomputers”) would be added to the Export Regulations (EAR), Entity List (EL), and in the official gazette (see article on July 3, 2019) ).

The Chinese companies added this time are

Sugon,
Sea light (Higon),
Chengdu Kaifeng Integrated Circuit,
Chengdu Haikou fine electronic technology,
Wuxi Jiangnan Computational Technology Research Institute.

Sugon:

Under the umbrella of the Chinese Academy of Sciences, a research institute based on the State Council of China, is the largest shareholder of Higon.

Sea light (Higon):

Established a joint venture with leading US semiconductor company Advanced Micro Devices (AMD) in 2016.

These are Chengdu Kaifeng Integrated Circuit, Chengdu Higon Microelectronic Technology.

Supercomputer :world ranking “TOP500”

In the latest version (announced in June) of the world ranking “TOP 500” of the calculation speed of the supercomputer announced every year in June and November, 63 supercomputers of Sugon are ranked.

2013-2017; Chinese companies win top ten consecutive terms
2018: US companies succeed in regaining the lead.
June ranking this year: US companies monopolize first and second place. What’s wrong, the best of Chinese companies remain in third place.

Reduce budget for many scientific research areas while increasing budget for supercomputer
(“Technical Daily” June 25).

Supercomputer technology is heavily involved in nuclear weapons, missile defense and cryptography, and is subject to strict trade control.

2015 US: Designated 4 Chinese institutions as EL

National supercomputer Changsha Center,
National Supercomputer Guangzhou Center,
National Supercomputer Tianjin Center,
National University of Defense Technology
4 institutions were added to EL.

US and China: Joint Venture

The United States has a problem regarding the establishment of a joint venture between China Higon and the United States and AMD.

US officials have long raised concerns as an important part of national security (“The Wall Street Journal” June 21st).
