United States: Article 232 exemption for Mexican products: Electrical Steel (GOES) Transformers

Ministry of Economy of Mexico:

A press release was issued on November 5th.

The US Department of Commerce began investigating transformer-related products in May 2020 under Article 232 of the Trade Expansion Act.

Agreed with US Government:

The company announced that it has agreed with the US government to “exclude Mexican products from the subject of additional tariffs (see article on May 4, 2020)” for transformer-related products using grain-oriented electrical steel (GOES).

Article 232 survey on transformer-related products is still underway.

The US government has not reached a conclusion on the application of additional tariffs.

Negotiations were held prior to the end of the investigation, and an exemption for Mexican products was obtained.

Targets for which an exemption agreement has been reached:

According to the Mexican Ministry of Economy, the following targets have been agreed to be exempted:

Laminated iron core for transformers
Columnar iron core for transformers
Winding core for transformers
Transformer
Transformer regulator using GOES
Ministry of Economy of Mexico

According to the Ministry of Economy, the agreement will avoid “additional tariffs on Mexican exports to the US, worth $ 1.2 billion annually.”

Electrical Steel (GOES):

GOES is not produced in Mexico.

All of the above products are imported steel.

Mexico Import Statistics:

2019 ・ Import volume of grain-oriented electrical steel sheets (HS7225.11 and 7262.11 total) is 96,545 tons.

Made in Japan accounts for 56.1% (54,151 tons) of this.

Looking at the export statistics on the Japanese side, Japan exported 279,962 tons of the same steel sheet in the same year.

Mexico accounts for 22.9% of the total, and Mexico is Japan’s largest export destination.

México queda excluido de la imposición de aranceles 232 por el gobierno de los Estados Unidos de América en contra de diversos productos fabricados con acero eléctrico de grano orientado.

Estados Unidos y México hemos alcanzado un acuerdo mediante el cual nuestro país quedará excluido de la imposición de aranceles en contra de las importaciones estadounidenses de:

Laminaciones de núcleos apilados para incorporación en transformadores;
Núcleos apilados para incorporación en transformadores;
Núcleos enrollados para incorporación en transformadores;
Transformadores eléctricos;
Reguladores de transformadores fabricados con acero eléctrico de grano orientado (GOES, por sus siglas en inglés).
