US Sanctions: Natural Gas Pipeline
On December 20, 2019, the United States Government enacted “Sanctions on Ships and Related Transactions Involving Natural Gas Pipeline Construction.”
Russia is promoting the construction of the Nordstream 2 and Turkish Stream natural gas pipelines.
Sanctions subject: US State Department identified
The sanctions are set out in section 7503 of the Defense Authorization Act of Fiscal 2020.
According to the Act, businesses covered by the United States State Department are identified.
a. For NS2 and TS projects: Ships engaged in pipeline construction at a depth of 100ft (30m) or more,
b. A foreigner deemed to have intentionally sold, leased or provided the ship.
Impact of sanctions:
The implications of this sanction are immediately occurring.
On December 21, the Swiss Pipeline / Allseas Group ceased NS2 pipeline construction.
Some observers believe that this measure is to open a hole in the European natural gas market that Russia is dominating in order to open up the European market for liquefied natural gas (LNG) produced by the United States in 2019 (2019 See article on June 18).
