US subsidy: It is impossible to pay the full amount to Samsung/TSMC
・Application amount is $70 billion against a budget of $28 billion
・The US Department of Commerce will announce the payment amount by the end of March.
We bring you a summary of Hisashi Katsumata’s World View article.
U.S. Secretary of Commerce Raimondo:
Lecture on February 26th:
The United States has set a goal of 20% share in advanced semiconductors in 10 years.
Huge subsidies from the Biden administration:
1. The total amount of subsidies is $28 billion, but the amount of applications has reached $70 billion.
2. It is said that the grant will be a combination of subsidies, loans, and loan guarantees.
This amount covers only 15% of the total project cost.
Dong-a Ilbo (February 28):
Secretary of Commerce Lemond:
Investing companies expressed the view that it would be difficult to receive subsidies under the CHIPS Act.
The US Secretary of Commerce made this statement ahead of the semiconductor subsidy announcement.
Subsidies for Samsung Electronics and Intel:
The deadline for announcing the US government’s CHIPS Act/subsidy is fast approaching.
1. The total amount of subsidies requested by cutting-edge semiconductor companies exceeds $70 billion.
2. The subsidy budget is only $28 billion. Subsidy applications are 2.5 times that amount.
Center for Strategic and International Studies (CSIS):
On February 26, the US CSIS announced that it had received 600 letters of intent to invest.
The amount requested by cutting-edge companies alone exceeds $70 billion.
TSMC’s US factory construction plan:
If we cannot receive the subsidies as planned, we will have no choice but to export from Japan.
For TSMC, Japanese subsidies are a bargaining card with the United States.
This proves that TSMC has high expectations for production in Japan.
TSMC:
A foundry factory is currently under construction near Phoenix, Arizona.
Requests from Samsung Electronics and TSMC:
Commerce Secretary Raimondo said it would be “lucky” to receive half of the subsidy amount requested.
Harsh assessment of Samsung Electronics and TSMC:
Samsung and TSMC were lured by US subsidies and started building factories.
It is impossible to stop construction now. This is a “strategic victory” for the US government.
Samsung Electronics:
A $17.3 billion foundry plant is being built in Tyler, Texas.
CHIPS Act/subsidy announcement timing:
According to Bloomberg,
1. The US Department of Commerce will announce the scale of subsidies for major companies at the end of March.
2. To support advanced chip manufacturing, we will announce 12 subsidies within this year.
Impact of the presidential election this November:
However, the presidential election in November is coming up. It’s important to consider this.
Foreign companies may be disadvantaged by subsidy allocation.
Japan TSMC subsidy:
TSMC receives nearly half of its subsidies from Japan.
Japan’s TSMC subsidy is much larger than that of the United States.
It is only natural that TSMC’s trust in Japan will increase.
Breakdown of TSMC subsidy:
The Japanese government continued to announce financial support plans.
1. The first factory was subsidized with 476 billion yen.
2. An additional 730 billion yen will be subsidized for the second factory.
Financial support for both TSMC factories will reach 1.206 trillion yen.
Conditions for TSMC huge support:
Japan does not provide such huge amounts of aid unconditionally.
The following conditions are imposed on TSMC.
1) Operating conditions: No withdrawal for 10 years.
2) Material procurement: Half of the manufacturing equipment and materials will be procured in Japan.
3) Manufacturing goal: Increase production even in situations where semiconductor supply is difficult.
There are no disadvantages to TSMC under the above three conditions.
Mature semiconductors are also manufactured at the Kumamoto factory:
The Kumamoto No. 1 and No. 2 factories will mainly produce 6- to 28-nanometer semiconductors.
It also manufactures mature semiconductors. This has an important meaning.
Mature semiconductor manufacturing in China:
China is aiming for a 30% global share in mature semiconductors.
This poses a threat to Western countries.
1. China’s advanced semiconductor manufacturing has been curtailed by US export controls.
2. Japan and Taiwan will prevent the share of China’s mature semiconductors from increasing.
This will ensure a stable supply of older generation semiconductors around the world.
