US DOC: 17 companies added to export control targets: China’s largest nuclear power plant

On August 14, it was announced in the official gazette that 17 companies would be added to the entity list (EL) based on the Export Administration Regulations (EAR).

17 companies from 11 countries and regions including China are listed.

The official gazette also announced changes to 23 EL-listed companies and the exclusion of three companies.

Entity list (EL):

Listed are corporations that the US administration has determined that “they acted against the interests of US national security and foreign policy.”

Prior approval is required when exporting / re-exporting US products (articles, software, technology) to EL listed companies.

Newly listed exports / reexports to companies are treated as “presumption of denial”.

US administration:

In May, Huawei in China and 68 related companies were designated (see article on May 16, 2019)

In June, we designated five Chinese supercomputer companies (see article on June 24, 2019)

EL listed companies: 23 companies changed

For 17 companies in China,
For 4 companies in Hong Kong,
Covers two Russian companies
Both reflect the changes in company name and location.

Excluded from EL: 3 company names

Jereh International of Chinese oil and gas engineering,
Yantai Jereh Oilfield Services Group,
Deira General Marketing for electrical equipment sales in the United Arab Emirates.
