ー2021年のR&D世界競争力指数ー

韓国の研究開発:

韓国のR&D人材の競争力はまだ低い。

科学技術情報通信部が、6月14日に次のように発表しました。

韓国の研究者の数:
2011年の375,176から2020年には558,045に増加。

the total number of those
directly taking part in R&D activities and research assistants is currently 747,288.

The number of South Korean full time-equivalent (FTE) researchers is 446,739

the number is 545,435 when it comes to R&D personnel including assistants.

On the other hand,

the latter of China amounted to 2.1 million in 2019

those of the United States, Japan and Germany were

1.55 million,
0.68 million
0.45 million in 2018, 2019 and 2019, respectively.

In South Korea,
the number of FTE researchers per 1,000 economically active population and 1,000 population is 16 and 8.6, respectively.

Although these ratios are the highest in the world, the absolute number is easily dwarfed by those of China and the United States.

Experts point out this is a problem in that successful technological innovation depends on the absolute number rather than those ratios.

In the 2021 Global Talent Competitiveness Index,

South Korea came in 24th in the OECD.

It took the 25th place in the category of growth potential, including vocational education and ability development.

Besides,
its ranking is as low as 31st with US$5,773 when it comes to government spending per higher education recipient.

For reference,
the spending amounted to US$45,567 in Luxembourg and US$25,713 in Switzerland.

According to the Ministry of Trade, Industry and Energy and the Korea Institute for Advancement of Technology,

South Korea’s industrial technology personnel shortage amounted to

36,450 at the end of 2020, including

6,188 in the software industry,

3,164 in professional science and technology service,

1,621 in semiconductor,

2,290 in automotive,

1,131 in biotech and healthcare.
