US House of Representatives Republican Caucus:
We sent a letter of inquiry to China Port Crane ZPMC.
On March 8th, we confirmed ‘ZPMC crane safety concerns’.
U.S. House of Representatives: Republican Caucus
Chairman Mike Gallagher (Wisconsin)
Rep. Dusty Johnson (South Dakota)
Congresswoman Michelle Steele (California)
Chairman Mark Green (Tennessee);
Chairman Carlos Jimenez (Florida);
Chairman August Pflueger (Texas);
It was sent to ZPMC on February 29th, requesting a response by March 14th.
China Special Committee Announces:
Joint investigation by the House Select Committee on China and the House Committee on Homeland Security.
Joint investigation:
A suspicious communication terminal was discovered at “ZPMC equipment operating in the United States.”
1. ship-to-shore (STS) crane parts;
2. STS crane firewall,
3. From the server room that houses network equipment,
Many suspicious communication terminals were found.
These are ‘not included in the contract between US ports and ZPMC.’
China Special Committee’s serious concerns:
This puts the critical infrastructure of U.S. ports at risk.
The United States has serious concerns about this.
1. China modified an STS crane from a U.S. port.
2. This device can be used for cyber espionage.
ZPMC’s unfair practices were also pointed out:
The China Special Committee pointed out that ”ZPMC has gained a dominant position in the market.”
Exclusively engages in unfair trade practices within the United States.
1. ZPMC received large-scale subsidies from the Chinese government.
2. Offered an extremely low price in a bid for a U.S. port contract.
ZPMC’s market monopoly:
ZPMC is installed at 300 ports in 100 countries (70% of the world).
U.S. Department of Homeland Security (DHS): Coast Guard (USCG)
He pointed out that about 80% of U.S. port cranes are made in China.
The Biden administration will invest more than $20 billion over the next five years.
In the future, we will build harbor cranes with American partners (February 22, 2024)

US Congress: Communication device found in Chinese-made port crane
U.S. House of Representatives Committee on Homeland Security: Chairman Mark Green
A committee is investigating China’s maritime security threats.
Committee Assistant Testimony:
1. More than a dozen cellular modems were found in crane parts at a U.S. port.
2. Another modem was also discovered inside the port’s server room.
3. The modem was connected to the net to the crane-operable parts.
Crane “mobile diagnostics” modem:
1. Typically, crane modems are limited to “mobile diagnostics only.”
2. Moreover, this port does not subscribe to the mobile diagnostic service.
On the other hand, when I saw it in China, the modem was already attached to a crane.
It is unclear who installed the modem.
Details of the committee letter:
The modem was installed in June 2017 during the crane assembly period.
In October 2023, the modem was removed from the crane.
ZPMC disguised itself as a “mobile diagnosis” and attached it to cranes that did not require a modem installation.
This is clearly an intentional illegal act by ZPMC.
